"Date" has different connotations in different contexts. A date on a calendar, for instance. Or an agreed-upon meeting between friends. I've heard "It's a date" used as a colloquialism for simply stating the fact that both parties agreed to meet later.
More often than not, however, "date" is used to denote a meeting wherein two people participate in activities together to explore romantic possibilities.
So it's up to you to decide if "it's a date" was used as said colloquialism, or if this someone (who is none of my business) is pursuing different possibilities.
